Preparation Guide

Before you
begin.

Citizenship by naturalisation is a multi-year, high-scrutiny process. Source of wealth documentation, residency evidence, and clean due diligence must be in place well before any application is filed.

01

What to Prepare

Documents required throughout the process.

  • Valid passports for main applicant and all family members
  • Source of wealth documentation — comprehensive and auditable
  • Police clearance certificates for all adult applicants (apostilled)
  • Residency evidence — lease, utility bills, physical presence records
  • Health insurance coverage for all included family members
Multi-stage documentation across the full process
02

Mistakes to Avoid

Issues that can block or permanently disqualify.

  • Insufficient physical presence during the residency period
  • Source of wealth that cannot be clearly documented or explained
  • Any adverse disclosure — criminal, regulatory, or reputational
  • Selling the qualifying property during the required holding period
  • Misrepresenting any information to Identity Malta or Approva
Due diligence is thorough incomplete disclosure = rejection

FAQ

Common Questions

This is the official name of Malta's citizenship by investment programme. It allows non-EU nationals to apply for full Maltese citizenship — and therefore full EU citizenship — by making a qualifying investment in Malta and establishing genuine residential links with the country. The programme is administered by Identity Malta and Approva (formerly Community Malta Agency) under strict eligibility and due diligence requirements set by the Maltese government.

Both tracks require a contribution to the National Development and Social Fund (NDSF), qualifying property, and a donation to an approved NGO. The difference is in the residency period and the contribution amount. Track A (12-month residency) requires a contribution of €750,000. Track B (36-month residency) requires €600,000. The longer the residency commitment, the lower the financial contribution. In both cases the property requirement and philanthropy donation are the same.

The Maltese government requires applicants to demonstrate that they have established a real and substantive connection to Malta during the residency period — not simply a rental agreement and a visit. This means physical presence, utility bills, evidence of life in Malta such as healthcare registrations or school enrolment for children, and consistent documentation over the qualifying period. We assist clients in building and documenting these links from the beginning of the residency phase.

The main applicant may include their spouse or legally recognised partner, financially dependent children up to the age of 29, and financially dependent parents or grandparents aged 55 or over. Each adult dependant must pass a full due diligence review. Additional investment is required for each dependant included. We confirm eligible family members during your initial assessment and plan the application structure accordingly.

Malta permits dual citizenship. Whether your current country of citizenship also permits it depends on that country's laws. We strongly advise taking independent legal advice in your country of current nationality before proceeding, as some jurisdictions impose restrictions or require formal renunciation. This is a personal legal matter that we cannot advise on directly, but we can direct you to appropriate counsel.

The end-to-end timeline depends on the track selected and the completeness of the application. For Track A (12-month residency), the total process from establishing residency to passport issuance is typically 18 to 24 months. For Track B (36-month residency), it is typically 42 to 48 months. These timelines assume a clean application, a complete file, and no queries from the authority that require extended response time.
